Environmental Resources Management Ltd. (ERM) was commissioned to conduct a scoping study on the potential for an Implementation Guidance Tool (IGT) on the Voluntary Principles on Security and Human Rights.
The objective of an IGT is to:
•Provide companies (VP participants and non-participants) with an improved ability to integrate the VPs into their security policies, operations and management practices;
•Where applicable, provide enhanced guidance to NGOs and governments on how they can assist in the implementation of the VPs.
In order to meet these objectives, ERM carried out a combination of desk research and consultations with a number of VP participant and non participant companies as well VP participant NGOs and governments. This document represents a final draft of the results of this scoping process.
