The main purpose of the monitoring was to study the impacts of construction on human rights in communities located along the route of the BTC pipeline. Furthermore, the monitoring aimed to evaluate the fulfilment of the human rights obligations undertaken by BP/BTC. The monitoring was conducted over a period of four months with the following objectives:

  • To study impacts on ownership rights in communities residing along the route of the BTC pipeline
  • To investigate project-related rights and problems of communities residing along the route of the BTC pipeline;
  • To study the process of compensation disbursement to landowners and land users during pipeline construction
  • To investigate the rights of workers recruited for pipeline construction; to study labour safety issues

The Monitoring Group refrained from using the random selection method of respondents, which is a methodology extensively utilised during monitoring. Instead, the authors of this paper opted to make contact with known complainants as a way of investigating problems. Based on a pre-arranged schedule, group members visited communities and held meetings with local communities, landowners, land users and individuals recruited for pipeline construction with the aim of investigating their problems.
